Duplicate Account Notice? 

If you attempt to create a new account when an account already exists, the portal will prevent you from moving forward and your account will be flagged as a duplicate. If this occurs, a pop-up box will appear.  Select the first option, STOP and contact the Commission on VASAP to review the account and obtain your log in information.

Getting started
How do I enroll in the ISA program and where do I go to sign up?

You must complete enrollment with the Commission on VASAP. You may enroll virtually through our online portal.

How long do I have to enroll after my court date?

You have 15 days from the date of your court order to complete enrollment with the Commission on VASAP.

What happens if I miss my 15-day enrollment deadline?

Failure to enroll within 15 days is considered a violation and may result in a non-compliant notification to the court, additional fines, or termination from the ISA program.

How do I find an authorized ISA device service provider near me?

What if I don't own a car — do I still need to install a device?

Yes. The requirement applies to any vehicle you own, have registered in your name, or regularly operate. If you drive someone else’s vehicle, that vehicle will need a device installed. You must submit a completed “VASAP Intelligent Speed Assistance Device Consent to Install Form” to the ISA technician at the time of installation. This form must be notarized unless the vehicle’s owner is physically present at the appointment.

The Device
What exactly is an ISA device and how does it work?

An Intelligent Speed Assistance device is a system that limits the speed at which a motor vehicle is capable of traveling based on the applicable speed limit where such motor vehicle is being operated.

Will the ISA device prevent me from driving over the speed limit?

Yes, except in dynamic speed zones (school, construction zones) and situations where the vehicle is traveling into a decreased speed limit zone which will require the operator to slow the vehicle down to the decreased limit.

How many times can I override the device?

You are allowed two overrides per drive cycle which is the time from when you start your engine to the time you turn it off.

What happens if my ISA device malfunctions or loses power?

If your service provider initiates a recall due to a device power loss, you are required to bring your vehicle to the service provider within five business day. Failure to do so is considered a lockout.

What is recall mode?

Recall mode is a feature on the Intelligent Speed Assistance (ISA) device installed in your vehicle. It activates when the device detects a tamper, bypass the device or speed exceedance.

What do I do if I get a recall notice from my service provider?

You must bring your vehicle to the service provider within five business days of receiving the recall notice. Failure to respond in time is a violation. 

Who is responsible if the device damages my vehicle?

Depends on if the root cause of the vehicle damage.  Clients are required to provide a vehicle that is in a suitable condition to have an ISA device installed.  If you feel vehicle damage is the result of poor workmanship by the service provider, you will be required to submit documentation to the service provider and the Commission on VASAP stating the root cause of the damage for investigation. 

Fees & Payments
How much does the ISA program monitoring cost in total?

The current monitoring fee is $50 per month payable to VASAP, plus any installation and leasing costs charged by your ISA service provider.  Maximum charges for installation are $100, monthly leasing/maintenance are $130, and removal is at no cost. Total cost will depend on the length of your program requirement.

When and how do I pay my monthly $50 monitoring fee?

Payments are made in full to the Commission on VASAP.  Accepted payment methods are electronic payments or money orders/cashier’s check only.

How do I sign up for the education class?

You must complete the 1-hour education component within 15 days of the court order. Contact the Commission on VASAP office to register for the class.

Vehicles
What if I drive more than one vehicle — do I need a device on all of them?

An ISA device must be installed on every vehicle you own, have registered in your name, or operate. You will not earn program credit until all required vehicles have a device installed.

What if I need to drive a work vehicle or a rental car?

Any vehicle you operate during the program must have a functioning, certified ISA device installed.

What do I do if I buy a new car while I'm in the program?

You must notify the Commission on VASAP immediately and have an approved ISA device installed on the new vehicle within 10 calendar days of registering or titling it. 

Inspections & Compliance
How often does my device need to be inspected, and where do I go?

Your ISA device must be inspected by an authorized service provider at least once every 60 days.

What happens if I miss my 60-day inspection?

Missing your 60-day inspection will result in a device lock-out and may be reported as a violation to the court or Virginia DMV.

What counts as a violation and how will I be notified if I have one?

Violations include failing to enroll at the Commission on VASAP within 15 days of conviction, missing your device installation deadline, driving without a device, tampering with the device, exceeding the speed limit, missing inspections, or any new driving-related charges. You will be notified by the Commission on VASAP of any non-compliance of the program.

If I get a speeding ticket while in the program, will that be reported to the court?

Yes. Incurring any charge for a reckless driving, speed-related, or licensing offense while enrolled in the ISA program is considered a violation and will be reported to the court or Virginia DMV.

What happens if I'm reported to the court as non-compliant?

Being reported as non-compliant may result in additional fines and fees, further court action, and/or termination from the program.

Program Completion
How long will I be in the ISA program?

The length of your program is determined by the court or Virginia DMV. All conditions remain in effect until you have successfully completed every requirement.

How do I know when I've successfully completed the program?

The Commission on VASAP will notify you upon successful completion of all court and/or Virginia DMV requirements. Contact the Commission on VASAP office if you have questions about your status.

Who removes the device when I'm done, and is there a cost?

Your authorized ISA service provider will remove the device. There is no cost for removing the device.

Will completing the program affect my driving record or insurance?

Completion of the ISA program fulfills your court or DMV requirement. For questions about how this may affect your driving record or insurance rates, consult your insurance provider or an attorney.

Legal & Privacy
Can the data from my device be used against me in court?

ISA device reports are official records kept by the Commission on VASAP and can be used in court proceedings. Additionally, if you subpoena any VASAP staff member to testify, you may be responsible for covering their mileage and toll expenses under Virginia Code § 17.1-612.

What happens if someone else drives my vehicle and violates program rules?

You are solely responsible for all activity on your ISA device.

What are the consequences if I try to tamper with or remove the device myself?

Any attempt to bypass, circumvent, or tamper with the ISA device may result in Class 1 misdemeanor charges for you and any other parties involved, in addition to being reported as a violation to the court or Virginia DMV.
